Programme Officer – Mainstreaming Women Rights in Local Rights Programme (LRP)

Job Summary

In alignment with the International and Country Strategy of ActionAid, the role of the Programme Officer (Mainstreaming Women Rights in Local Rights Programme) is primarily technical and programmatic, with the normative advocacy and coordination roles serving a secondary function. The Programme Officer provides technical guidance/operational support throughout all stages of programming to facilitate the management and delivery of results contributing to gender equality in alignment with the Country Strategy Paper V. The position also desires a good sense of design, implement and monitoring of gender programming for LRP and relevant project.

Key responsibilities include (but not limited to):

Integration of women rights in Local Rights Programme (LRP)
Identify challenges and opportunities of women rights and gender equality in LRPs along with technical support to Reflection Action Group, Women Farmers’ Groups, Persons with Disability, and other marginalized women groups to overcome gender barriers.
Support Participatory Rreview & Reflection Programme (PRRP) process/ Plans and budgets/Evaluation/Participatory Strategic Planning (PSP)/Action Research etc at LRP.
Coordination between Women Rights Strategic priority and LRP to organize and mobilise partners and participants on women’s rights, unpaid care rork, stop violence against women (SVAW), gender responsive public services (GRPS), sexual & reproductive health & rights (SRHR) and gender analysis framework etc.
Support Women Leadership in multiple aspects along with elected UP Women Leaders in AAB working areas in policy advocacy both at local and national level.
Partnership management and technical support through capacity building, resource mobilization, campaign and management of LRPs, networks, project partners and multiple stakeholders
Identify capacity building requirements of LRPs, networks, relevant project partners and stakeholders on WR issues.
Support to organize local, national and international seminar/conference/workshop/training/event on WR issues for LRP staffs, RAG, facilitators, networks, project partners and other stakeholders.
Support to identify the gender gaps in institutionalization of gender within PNGO and facilitate hands on orientation for those organizations i.e. Gender Policy and practice in collaboration with HR of AAB.
Support in managing projects, networks and multiple stakeholders i.e. Chanpara Community Clinic (CCC), Shapla Kuri, Happy Homes (HH), KCF, Sex Workers Network, Partner NGOs, national/international committees and networks etc.
Support in partnership development process through letter of intent, Agreement, MoU, and other necessary documents for donors/partners, fund disbursement and ensure expenditure and reporting.
Support team in national level policy advocacy, research, consultant hiring etc.
Support WRGE campaign across ActionAid federation along with technical support to awareness program and event management of Strategic Priority
Create the ground in LRP and building linkages among local, national and international level campaign.
Support team to observe Women Rights Campaign i.e. International Women’s Day (IWD), 16 Days Activism against gender based violence, Safe Cities for women Campaign, One Billion Rising (OBR), and Nasreen Smriti Padak (NSP), etc at national level.
Provide technical support to LRP in observing Women Rights Campaign (IWD, OBR, 16 days of activism)
Documentation, reporting and dissemination for Women’s rights strategic priority
Document lessons learnt , case stories and best practices across LRPs.
Maintain and prepare weekly progress plan, field visit plan, minutes of coordination meeting and ensure integration in WR plan.
Support to prepare annual report, management brief, report for DC office; collect necessary information from local and national platforms in line to match with the indicator of M&E.
Provide support to Partnership Development team on fund raising, preparing relevant concept note, position paper, proposaletc.
Assembling materials on women rights and gender aspects
Revisit existing module / guideline and update according to the need of SP/LRP.
Compile, reprint and disseminate IEC/BCC materials on SRHR and maintain networking and linkage with relevant stakeholders.
Prepare session guide line on gender analysis framework/gender issues.
Support team in preparing/developing/collecting/publishing WR campaign materials (Brochure, leaflet, posters & magazine etc)
Relationships
Programme Officer – Mainstreaming Women Rights in Local Rights Programme will report to Manager – Women Rights and Gender Equity of ActionAid Bangladesh. S/He has to maintain functional relationship with Local Rights Programme (LRP) team of ActionAid Bangladesh, his/her peers, greater programme team including project teams under Programme Policy and Campaigns (PPC) Directorate and organization’s priority teams. S/he must be able to communicate with other teams and units both programme and operational. S/he will maintain functional relationship with the respective PNGOs.

Required Educational Qualification and Experience

Master of Social Science in Gender and Women Studies or Anthropology or Development Studies
At least 2/3 years working experience in development field on women rights and gender issues.
Working at community level
Technical Skill

Good understanding on Right based approach and Women rights.
Sound understanding on Program and Project cycle.
Communication and report writing skills both in English and Bengali (with composing skill).
Confident user of MS Word, MS Excel and MS PowerPoint.
Desirable

Willingness in field visit and emergency response.
Able to take decision in a timely manner, prioritise and multi-tasking.
